The spread of the COVID 19 in Africa, especially south of the Sahara, seems for the moment to be far from the humanitarian catastrophe it has caused in European countries such as Spain, Italy, France or Great Britain, and of course, the United States. However, African and international experts predict that the slow expansion of COVID19 is only delaying what will be the explosion of the disease, as soon as the measures established restrictions are being lifted. It is still too early to attempt a conclusive investigation.
What we propose here is to analyze the conditions and institutions that constitute the context in which decisions and policies will be made in the face of this crisis, and that by will at the same time condition and constrain their scope.
